Position summary: This position will provide a full range of project implementation to support the Project Manager and Advocacy Advisor. Key implementation metrics include planning, organizing and implementation of the SEAT project activities in the area of jurisdiction.
Job Title: Project Officer-Governance – 02 Positions
Location: 1 Arua, 1 Moyo/Obongi
Reports to: Advocacy Advisor
Specific Roles and Responsibilities
- Operational and field implementation (30%)
- Participate in the community surveys to assess program results, impact as well as quarterly internal reviews of the program
- Support Project Manager in developing and implementing weekly, monthly, quarterly and annual project work plans, activities and budgets in line with Project budget.
- Support Project Manager and Advocacy Advisor in conducting external assessments and evaluation.
2. Coordination, Reporting and Stakeholder management (25%)
- Responsible for timely and quality governance project reports, implementation progress data, and success stories lessons learnt, and best human stories documentation and sharing with stakeholders.
- Responsible for managing stakeholder expectations and regular/ timely communication
and feedback with project stakeholders.
- Responsible for developing detailed periodic work plans.
- Responsible for implementing and monitoring of governance project activities;
- Support relevant stakeholders to identify and address service delivery issues affecting women, youth and PWDs.
- Participate in surveys including baseline assessment and other surveys to assess project performance.
- Responsible for organizing regular staff field level meetings, joint monitoring and events
- Responsible for representing the organization in technical working group meetings with the district local Government and all other meetings related planning, budgeting and service delivery processes.
3. Capacity Building (20%)
- Supports Project Manager and Advocacy Advisor in developing and delivering governance training programs to key stakeholders,
- Support Project Manager and Advocacy Advisor in developing and delivering governance training programs to project staff/ consortium members.
- Provide guidance to community and local government structures on best practices in governance,
4. Financial Management (25%)
- Responsible for inculcating and observance of the core values of CEFORD of transparency, accountability, mutual respect and participatory approaches to all stakeholders involved in the project.
- Responsible for concept note development with value for money during budgeting and accountabilities.
- Support in developing procurement request with correct technical specifications.
- Responsible for quality and timely accountability reporting as per CEFORD’s financial and administrative policies.
- Support finance team in conducting internal/ external audits.
Person Specifications and Required Qualifications
- Should possess Bachelors in Social Sciences, Social Work and Social Administration, Development Studies.
- At least 5 years’ experience implementing community governance projects from reputable organization.
- Clear understanding of local governance planning and budgeting, implementation and monitoring system,
- Clear understanding of governance and participation issues affecting women, youth and PWDs.
- Possesses project and risk management skills.
- Computer literate; MS applications (Word, Excel, PowerPoint)
- High level of integrity, commitment, strong report writing, analytical and communication skills, knowledge of participatory approaches.
- Good communication and interpersonal skills.
- Has leadership and influencing skills, analytical and problem solving abilities.
- Knowledge of government sector standards and regulatory environment.
- Basic monitoring and Evaluation skills.
- Experience in working with community structures to enhance service delivery.
- Ability to ride Motorcycle and Valid riding permit is a MUST
