(OPEN) Advocacy Advisor

Position summary: This position will provide a full range of project implementation to support the Project Manager. Key implementation metrics include plan, organize and supervise implementation of the SEAT projects in Arua, Moyo and Obongi Districts. He/ she leads project implementation at CEFORD and works closely with Project Manager and other consortium members to implement the project in his/her areas of jurisdiction. The advocacy advisor plays crucial roles in: Influencing Policy, Decision-Making, and Public Opinion. He/she is responsible for: training and capacity building; research and analysis; representation and networking; among others.

The Core Roles include: Planning, Coordination with Stakeholders; Team Leader in the Area of Jurisdiction; Financial, Human and Assets Management; And, Technical Support to Staff and District Leadership, Representation with Stakeholders and the Community.

Location: Arua
Reports to: Project Manager

Specific Roles and Responsibilities

  1. Operational and field implementation (40%)
    1. Development of advocacy strategies and plans, identifying key stakeholders and influencers, and conducting policy analysis and research.
    1. Analyze and track local and national legislations relevant to the project, engage with community leaders and grassroots-youth, women and PWDs on relevant governance issues affecting them,
    1. Participate in the community surveys to assess program results, impact as well as quarterly internal reviews of the program
    1. Provide training and supervision of community structures to ensure effective participation, good governance and prevention of corruption.
    1. Support Project Manager in developing and implementing weekly, monthly, quarterly and annual project work plans, activities and budgets in line with Project budget.
    1. Assists in risk identification and management during implementation to minimize their occurrence and possible effect on the project in line with CEFORD Risk Management and Mitigation plan.

Coordination, Reporting and Stakeholder management (30%)

  • Foster partnerships, relationships and collaborations with local government and other relevant actors for project success;
    • Support targeted special interest groups to develop and present advocacy and policy briefs to key stakeholders;
    • Collaborate with other consortium members to engage with community leaders and structures;
    • Responsible for timely and quality activity reports, implementation progress data, and success stories lessons learnt, and best human stories documentation and sharing with stakeholders.
    • Responsible for developing detailed periodic work plans.
    • Responsible for supporting, facilitating monitoring training of community structures
    • Participate in surveys including baseline assessment and other surveys to assess project performance.
    • Responsible for organizing regular stakeholder review meeting and events

Financial Management (30%)

  • Responsible for Concept Note development for subsequent approvals ensuring value for money during budgeting and accountabilities;
    • Responsible for inculcating and observance of the core values of CEFORD of transparency, accountability, mutual respect and participatory approaches to all stakeholders involved in the project.
    • Support in developing procurement request with correct technical specifications.
    • Responsible for quality and timely accountability reporting as per CEFORD’s financial and administrative policies.

Person Specification and Required Qualifications

  • Should possess Bachelors in Social Sciences, Public Administration/ political Science, Social Work and Social Administration, and Development Studies.
  • At least 3-5 years’ experience implementing community governance related projects from reputable organization.
  • Has good strategic thinking; good communication and interpersonal skills; policy analysis and research skills;
  • Has networking and partnership building skills; advocacy and campaigning expertise; and
  • Leadership and coalition building skills; and analytical and problem solving g skills.
  • Clear understanding of how government planning and budgeting cycle works; implementation and monitoring system.
  • Computer literate; MS applications (Word, Excel, PowerPoint)
  • High   level   of   integrity,   commitment, strong report writing,           analytical         and communication skills, knowledge of participatory approaches.

  • Has leadership and influencing skills, analytical and problem solving abilities Knowledge of government sector standards and regulatory environment.

  • Experience in working local government, CSO and community groups on community governance issues.
  • Clear understanding of governance and participation issues affecting women, youth and PWDs
  • Ability to ride Possesses project and risk management skills.
