(OPEN) Project Officer-BTVET

Community Empowerment for Rural Development (CEFORD) is a non-profit and an indigenous NGO registered as a Limited Liability (by Guarantee) under Registrar of Companies – in year 2000; and also registered in November 2000 with Uganda Non-Governmental Organizations Board as S.5914/3432 according to the NGOs Statute of 1989.

In partnership with Mastercard Foundation, War Child Canada (WCC) and consortium partners; Community Empowerment Rural Development- CEFORD and Education and Local Expertise Uganda (ELECU) together with eight Refugee Led Organizations (RLOs) are implementing the BRIDGE project: From secondary Education and Skills Development to Job opportunities for Refugee and Host Community Youth in Uganda. The BRIDGE project is designed to further the Mastercard Foundation’s Young Africa Works strategy and address the youth unemployment challenge in nine Uganda refugee hosting districts with the overarching goal to improve access to quality and relevant education and skills for 73,439 refugee/host community youth and transition 38,912 refugees and host community youth to dignified and fulfilling work in Uganda by 2027.

In order to realize the project goal and objectives, CEFORD seeks to recruit an experienced and competent person to fill the following position;

Location:           Yumbe/Koboko

Reports to:        Skills Development Lead

Position summary: This position will provide a full range of project implementation to support the Project Manager. Key implementation metrics include plan, organize and supervise placement of youth for apprenticeships/internships, business incubation boot camps Alternative Education Programs (AEPs) and Young Education Committees (YECs) in collaboration with Government departments and Refugees Operation partners (NGOs, UNHCR etc.)

Specific Responsibilities

Operational and field implementation (40%)

  • Participate in the community surveys to assess program results, impact as well as quarterly internal reviews of the program
  • Provide training and supervision of Trainers of Trainees in menstrual hygiene management and Sexual Reproductive Health education.
  • Support Project Manager in developing and implementing weekly, monthly, quarterly and annual project work plans, activities and budgets in line with Project budget.
  • Ensure regular attendance to trainings and work-based activities by youth (regular attendance sheets, regular training sessions as planned)
  • Assists in risks identification and management during implementation to minimize their occurrence and possible effect on the project in line WCC-BRIDGE Project Risk Management plan and Risk Mitigation.

Coordination, Reporting and Stakeholder management (30%)

  • Responsible for timely and quality activity reports, implementation progress data, and success stories lessons learnt, and best human stories documentation and sharing with stakeholders.
  • Responsible for developing detailed periodic work plans.
  • Responsible for monitoring of skill trainees and supervise master trainers’ youth placements.
  • Responsible for creating and managing community complaints and feedback mechanism.
  • Participate in surveys including baseline assessment and other surveys to assess project performance.
  • Responsible for organizing regular staff field level meetings and events
  • Responsible for representing the organisation in technical working group meetings with OPM, UNHCR, District Local Government and all other meetings related to youth employment, safeguarding and opportunities including for women and youth with disabilities

Financial Management (30%)

  • Responsible for inculcating and observance of the core values of CEFORD of transparency, accountability, mutual respect and participatory approaches to all stakeholders involved in the project.
  • Support in developing procurement request with correct technical specifications.
  • Responsible for concept note development with value for money during budgeting and accountabilities.
  • Responsible for quality and timely accountability reporting as per CEFORD’s financial and administrative policies.

Required Qualifications

  • Should possess Bachelors in Social Sciences, Education, Social Work and Social Administration, Development Studies, Agribusiness and Agriculture.
  • At least 5 years’ experience implementing skills based projects from reputable organization.
  • Clear understanding of youth programmatic ecosystem (BTVET, Gender etc.)
  • Computer literate; MS applications (Word, Excel, PowerPoint)
  • High level of integrity, commitment, strong report writing, analytical and communication skills, knowledge of participatory approaches.
  • Sensitivity to the needs and priorities of different sectors of the community; traditions, culture, beliefs and refugee/host community hierarchical structures.
  • Basic monitoring and Evaluation skills. 
  • Experience in working with refugee and host communities.
  • Ability to ride Motorcycle and Valid riding permit is a MUST
