CEFORD in partnership with CBM is implementing a project titled “Resilient livelihood for the economic integration of refugees and host communities in northern Uganda”. The overall objective is the Refugees and members of host communities in West Nile have stable and resilient livelihoods and are economically integrated, and specific objective is Refugees and members of host communities, especially persons with disabilities and vulnerable families in the target communities of Yumbe and Obongi districts, will be economically independent by 2028, and persons with disabilities will be actively involved in community life. The project intends to reach a total of 57,300 people indirectly and 12,420 directly. The direct target group consists of: 4,584 men; 7,452 women; 1,864 people with disabilities; 8,694 refugees and 3,726 people from the host communities.

In order to realize the project goal and objectives, the project seeks to recruit competent full time staff to fill the positions of Project Coordinator, Business Development Officer, Protection and Inclusion Officer, MEAL Officer, Agronomist, Finance Officer and Community Based Coaches to implement the project activities in Yumbe and Obongi Districts respectively. 

CEFORD therefore invites application from suitably qualified candidates to fill the following Position;

Job Title:        Project Coordinator – 01 Position
Duty Station: Obongi 
Reports to:  Programme Manager

Job Summary:

The Project Coordinator will be the team leader of the technical field team overall responsible for; coordination with CBM, NUDIPU, Government, private sector; Staff supervision, implementation of workplan, monitoring of project deliverables; quality assurance; Budget performance monitoring and tracking, gender and disability inclusion and safeguarding and project documentation in adherence to donor regulations.

Key Responsibilities:

Project Planning and implementation management. 

  • Provides leadership and develops detailed, outcome-based project work plans and budgets that guide the implementation of agriculture, skilling, protection, disability inclusion and business developments. The plans will address specific challenges such as climate resilience, market-orientedness, resource scarcity, and socio-economic vulnerabilities within refugee and host communities.
  • Responsible for the development of standard and acceptable criteria of the identification, selection, and training of staff of women, persons with disability, TOTs, and target groups on relevant value chains and market oriented enterprises. 
  • Responsible for task coordination, monitoring, and ensuring project implementation is in accordance with the work plan, resources, and targets are achieved on time and to standard Responsible for the resource allocation, logistics management, and a central point of contact between the project and the communities, ensuring that activities are designed with a deep understanding of the local context, particularly the socio-economic dynamics and cultural sensitivities of refugee and host populations.
  • Work closely with refugee and host communities to encourage resource-sharing agreements that benefit all parties and reduce tensions, contributing to a harmonious community environment.

  • Documentation, Reporting, and supervision. 
    • Responsible for the maintenance of project records, quality activity reports, project data documentation, and sharing with stakeholders.
    • Ensures compliance with organizational policies, and regulatory requirements and creates community complaints and feedback mechanisms. 
    • Responsible for tracking project progress and preparing status reports for management consumption.

    • Responsible in conducting risk mapping assessments and drawing mitigation plans. 

  • Budget & Resource Management 
    • Responsible for monitoring and tracking project expenses and financial resources. 
    • Responsible for developing procurement requests with correct technical specifications and contract management.

    • Supports financial reporting and budget reconciliation processes per CEFORD and donor requirements.

  • Coordination and stakeholder management.
    • Responsible for organizing regular project staff meetings and events. 
    • Responsible for liaison with stakeholders and community influencers to foster inclusive understanding and ownership of the project and address critical issues like gender equality, disability inclusion, climate adaptation, employability and business mindset and ownership.
    • Responsible for collaboration with the relevant authorities in carrying out inspections, certification, and distribution of quality agro-inputs, project reports, updates, and presentations.
    • Responsible for timely inter-stakeholder concerns and communications management. 

    • Carry out any other duty as may be assigned by the program Manager/ Programme Area Coordinator (PAC) from time to time that will contribute to the attainment of the project objectives. 

  • Quality Control & Compliance
    • Organizes and leads quarterly reflection sessions to review project achievements, challenges, and lessons learned with both internal and external stakeholders to adjust plans and foster a culture of continuous performance improvements and learning.
    • Responsible for ensuring adherence to the project scope, timelines, and quality standards identifying potential risks, and proposing mitigation strategies.

    • Work with the MEAL team to implement a data-driven approach in tracking project performance in accordance with the donor requirements and use data insights to adapt project strategies, ensuring they remain responsive to the evolving needs of refugee and host communities.

Qualifications, skills, and experience 

  • Bachelor’s degree in Agribusiness, Social Sciences and Agriculture. A Postgraduate Diploma in Project Planning & Management is an advantage.
    • Minimum 3–5 years of experience in coordinating large–scale projects with a focus on agriculture, community engagement, natural resource management, and/or genderfocused programs. 
    • Proven track record of effective multi-stakeholder engagement, including work with local government, NGOs, and community-based organizations
    • Ability to develop detailed, goal-oriented plans and effectively manage complex projects with multiple moving parts.
    • Strong understanding of diverse cultural contexts, with the ability to build trust and relationships across different community groups.
    • Demonstrated capacity to adapt to challenges and adjust project strategies as needed to respond to new information or unexpected developments.

Job Title:        Business Development Officer – 01 Position

Job summary.

The Business Development Officer (BDO) is overall responsible for inclusive economic empowerment through leading the charge on market research plans to identify new market opportunities; analyzing current and past financial, market data and providing strategies to improve cost efficiencies and increase business and revenue opportunities for the producer cooperatives. Working with producer cooperatives, farmer and business groups, local market actors and Village Savings and Loan Associations to implement marketing strategies and new business development opportunities for inclusive market development. 

Key responsibilities. 

  • Responsible for developing tailored work plans, budgets, and implementation strategies for VSLA, youth skilling, and cooperative programs.
    • Responsible for staff and TOTs training on VSLA methodology, financial literacy, savings culture, loan management, and linkage with financial institutions. 
    • Responsible for conducting business development training and business mentoring supports for producer cooperative members, MSME groups and VSLA members.
    • Responsible for facilitating and providing coaching and mentorship on business identification, planning, budgeting, and investment strategies for the relevant target groups including formalization of businesses (registration and licensing), business documentation (receipt books, invoices, cash sales etc) and opening of bank accounts. Business plan development? 
    • Responsible for building the capacity of cooperative and business leaders on business skills, entrepreneurship, and income diversification.
    • Responsible for collaborating with relevant stakeholders to enhance vocational training opportunities.
    • Responsible for tracking group savings, credit and share-out plans ensuring share-out are not conducted during festive periods and savings are not all shared out.
    • Responsible for linking with the district commercial offices and supporting the formation and registration of cooperatives in line with national policies.
    • Responsible for training of cooperative leaders and members on governance, leadership, risk management, investment and financial management and provide technical assistance to improve cooperative productivity, sustainability, and access to markets.
    • Responsible for the establishment and maintaining strong relationships with community leaders, local government, and development agencies.
    • Responsible for preparing timely and quality market assessments to inform new product development and market linkage strategies.

Job Title:        Protection & Inclusion Officer – 01 Position

Reports to:  Project Coordinator

Job Summary:

The Protection Officer will be responsible for overall safety and inclusion of women and persons with disability in all the project interventions by promoting gender equality, women’s empowerment, and active participation in decision-making in safe and violent free environment among refugees and host communities. The role involves assessing risks, implementing protection strategies, advocating for human rights, and coordinating with relevant stakeholders to enhance the safety, rights, and well-being of vulnerable individuals and communities affected by conflict, displacement, or other crises. 

Inclusive programming and implementation. 

  • Ensure that all interventions integrate gender, disability, and other inclusion-sensitive approaches.
  • Provide guidance to project staff on age, gender, and diversity approaches
  • Responsible for conducting comprehensive protection assessments and analysis to identify risks and barriers to women’s and vulnerable groups’ participation in decision making, project activities, and community engagement. 
  • Support the development and implementation of protection strategies tailored to the needs of vulnerable groups, including women, children, persons with disabilities, and other marginalized individuals.
  • Responsible for monitoring and reporting on protection concerns, including human rights violations, gender-based violence (GBV), and child protection issues.
  • Design and facilitate awareness-raising sessions on protection-related topics, including rights awareness, conflict resolution, and prevention of exploitation and abuse.

Advocacy and coordination

  • Promote awareness on the rights of marginalized groups among stakeholders.
  • Liaise with the project teams, government authorities, UN agencies, NGOs, and community structures to strengthen protection networks including organisations for persons with disability.
  • Participate in the project participants’ selection processes to incorporate the disability inclusion, gender and protection lens in the selection criteria to avoid bridging protection policies and standard operating procedures (SOPs).
  • Support the mapping and capacity building of organisations of persons with disability, CBOs in advocacy and social enterprise management for inclusive service delivery.
  • Represent the organization in protection cluster meetings and advocacy initiatives including reviewing referral pathways and case conferencing for support services that are not provided under the project.

Case management and response. 

  • Coordinate case identification, counselling and referral for specialized services and conduct follow-up on protection cases to ensure durable solutions and survivor centered approaches.
  • Responsible for direct support, referrals, and case management services to individuals at risk or survivors of violence, abuse, or exploitation while implementing. 
  • Collaborate with community, cultural, and religious leaders to address harmful gender norms and reduce gender-based violence (GBV).

Community capacity building

  • Responsible for the facilitation of intergenerational mentorship sessions between established farmer groups, business groups, and cooperatives to build knowledge in inclusion within communities.
  • Responsible for training the different project staff, ToTs, Cooperative leaders, and partners on disability inclusion, protection principles, case management, and safeguarding while implementing.
  • Work closely with community-based protection structures such as the para social workers and leaders to strengthen local protection mechanisms to promote disability inclusion and community participation in programming and ensure their voices are reflected in response plans.

Documentation and reporting. 

  • Work closely with partners and local governments to ensure the integration of gender responsive leadership and decision-making processes in local governance and community structures and peaceful co-existence.
  • Responsible for the accurate and up-to-date records of protection cases and activities within the project. 
  • Develop tools and indicators to assess how well the program serve diverse groups.
  • Conduct data collection, analysis, and reporting on protection indicators and contribute to donor reports, proposals, and internal documentation related to protection activities.
  • Ensure compliance with international protection standards and best practices.
  • Conduct annual safety audits to assess and mitigate protection risks in project activities, particularly in agriculture, business, skilling, and cooperatives. 

Qualifications, skills, and experience.  

  • Bachelor’s degree in Social work, Development Studies, Human Rights, Law, International Relations. 
  • Minimum of 3 years of experience in protection, human rights, and social work implementation, preferably related to agriculture, climate resilience, or community development projects.
  • Strong understanding of protection principles, GBV, child protection, and refugee/displacement issues.
  • Experience working with vulnerable or marginalized groups, such as refugees, internally displaced persons (IDPs), persons with disabilities, women, children, or minority communities.
  • Experience in designing and implementing inclusive programs in humanitarian or development settings.
  • Knowledge of international protection frameworks, such as the UNHCR Protection Guidelines, Sphere Standards, or the Convention on the Rights of Persons with Disabilities (CRPD).Excellent interpersonal, communication, and advocacy skills.
  • Proficient in Microsoft Office applications and data collection software.
  • Familiarity with international human rights and humanitarian frameworks, including UNHCR, and protection cluster coordination mechanisms.

Job Title:        Agronomist – 02 Positions
Duty Station: Obongi 1 and Yumbe 1
Reports to:  Project Coordinator 

Job summary

The person will be the most technical officer with vast experience in agronomy, extension work, research and innovations. The person will be responsible for all farmer group organization, management, capacity building, access to improved inputs and technical support in climate-smart agricultural practices, post-harvest handling, produce bulking, general extension work and enhancing community capacity to adopt sustainable agricultural practices.

Key Responsibilities

  • Responsible for the regular tracking and documenting the progress of project participants on climate-smart agriculture (CSA) activities, capturing data on adoption rates, community impacts, and income generation. 
  • Prepare and submit timely progress reports, ensuring that all activities align with project goals and donor requirements.
  • Lead training sessions for project participants on commodity-specific agronomic practices, FAAB, PHH, climate-smart agricultural practices and livelihood resiliencebuilding techniques and Foster a learning environment that encourages the adoption of regenerative climate smart agricultural practices and supports continuous skills development among project team members and community stakeholders.
  • Oversee the establishment and training of Farmer Field Schools, which serve as platforms for practical learning in CSA, facilitating group dynamics that encourage peerto-peer learning and knowledge-sharing to strengthen the implementation and sustainability of CSA practices.
  • Facilitate connections between smallholder farmers and local markets / local market actors to ensure sustainable access to inputs (like seeds and fertilizers) and output channels for produce and collaborate with local stakeholders and private sector actors to enhance farmers’ market access opportunities, fostering long-term economic resilience for refugee and host communities.
  • Coordinate with public and private service providers to deliver regenerative climatesmart agricultural practices tailored to local community needs. Supervise extension service activities to ensure they are inclusive, context-appropriate, and effectively address the unique challenges faced by refugee and host communities and persons with disabilities.
  • Able to conduct climate vulnerability assessments to understand local adaptation needs and guide communities in developing action plans that address identified climate risks, incorporating local knowledge and scientific data for effective and inclusive adaptation strategies.
  • Develop and implement inclusive community-based early warning systems to improve preparedness for climate-related risks and collaborate with community leaders to establish monitoring mechanisms that inform timely responses to extreme weather events.
  • Organize and profile farmer groups, including Village Savings and Loan Associations (VSLAs), to enable effective participation in CSA initiatives. Facilitate group formation, management, and training, ensuring they are structured to support long-term resilience.
  • Ensure that women, men, and youth with and without disabilities are equitably included in all CSA activities, addressing gender- and disability specific barriers to participation. Promote inclusive decision-making processes and gender-sensitive and disability inclusive practices throughout project activities.
  • Provide hands-on guidance to community members on adopting regenerative agriculture practices, including soil health enhancement, water management and conservation, and agroforestry.
  • Support households in implementing practices that boost productivity and resilience to climate change.
  • Facilitate the flow of climate and weather information to communities using digital platforms and extension agents. 
  • Empower farmers to make informed decisions about planting and harvesting, improving their capacity to adapt to climate shifts, and market demand.

Qualifications, Skills, and Experience

  • Bachelor’s degree in Agriculture, Agribusiness, Environmental Science or a related field.

  • At least 3 years of experience in livelihood and agricultural development projects, preferably within refugee or rural based settings.
  • Strong background in climate-smart agriculture, regenerative farming, and community mobilization.
  • Proven experience in conducting training and facilitating community dialogues.

Job Title:        MEAL Officer – 01 Position

Reports to:  MEAL Coordinator 

Key Functions: The MEAL Officer is to adopt and implement the MEAL System to promote evidence-based decision-making, learnings, resource mobilization and internal management. Contribute to quality programming through supporting access to and use of relevant and timely information on programme scale, relevance, and effectiveness.

Key Duties and Responsibilities

Project Implementation and Management

  • Support in designing and update MEAL System and monitor compliance to SOP, policy, Tools, target bank.
  • Support research, evaluations, assessments, learning and resource mobilization. 
  • Participate in technical report writing for presentation to the board, donors and key stakeholders. Measure and disseminate consortium performance against standard catalogue both programme and finance quarterly and annually.
  • Conduct data quality assurance, validation of deliverables (items distributed, financial reports and procurement processes) to ensure quality and value for money.
  • Organize project review meetings and joint monitoring supervision quarterly.
  • Develop and maintain masterplan database and track KPI, PMF, budget and ensure digitalization and visualization of data in Bi, Web, KoboToolBox, GIS, etc.
  • Establish and track complaints and feedback mechanisms to affected persons. 
  • Ensure proper utilization and accountability for all project funds within 14 days upon receipt of the funds.

  • Leadership
    • Participate in regular staff meetings.
    • Ensure, MEAL Coordinator operate in a secure environment and comply with security procedures and policies. 

    • Ensure optimal use of human resources, including promotion of team work and securing adequate training of staff and promotion of talented staff.

  • Reporting and accountability
    • Maintain an open dialogue with the beneficiaries to promote transparency and accountability including contributing to and implementing the Core Humanitarian Standards (CHS).
    • Identify, document and disseminate best practices gained from the project interventions in the areas of operation.

    • Share responsibility to maintain community participation mechanisms in the Host/Refuge settlement ensuring that the voices of men, women, boys, girls and groups with specific needs are heard and represented.

  • Representation and coordination
    • Develop and maintain positive working relationships with CEFORD staff, national and local authorities, international, national and grassroots organizations and groups, associations as well as technical focal points, coordinate all planned project activities with other partners.

    • Represent CEFORD in relevant forums e.g., working groups, coordination structures with Consortium partners, District Local Government, Donors and NGOs in agreement with the MEAL Coordinator.

Qualifications, Skills and Experience 

  • Bachelor’s degree in Economics, Statistics, Demography and Population Studies, Business Computing (IT), Social Sciences and any other related field.
  • Post Graduate Diploma in M&E is a must.
  • At least 3 years’ experience in M&E related field with a busy reputable humanitarian organization is a must. 
  • Demonstrated ability to liaise and negotiate with government and social partners. Ability to perform a variety of conceptual analyses required for the formulation, administration and evaluation of projects.
  • Ability to work both individually and as part of a team.
  • Good interpersonal skills, including patience, willingness to listen and respect for colleagues.

Job Title:        Finance Officer – 01 Position

Reports to:  Project Coordinator and Finance Manager

Job Summary:

The Finance Officer will be responsible for overall financial health of the project, risk management and compliance ensuring adherence to the organization policies, regulations and agreements on top of compliance with government Acts, regulations and executive orders.  

Roles and responsibilities

Financial Management and Administration:

  • Manage project budgets, forecasts, and financial reports.
    • Ensure accurate and timely financial reporting to Stakeholders-Donors and Project managers.
    • Monitor and control project expenses, identifying and addressing any discrepancies.
    • Accounts payable/Receivables: Prompt processing of invoices, payments and receipts
    • Bookkeeping: clearly (descriptions) record financial transactions using CEFORD financial management system
    • Compliance to CEFORD financial management manual and donor requirements
    • Maintain and regularly update the existing assets and inventory register
    • Maintain office supplies, equipment and facilities
    • Coordinate travel and accommodation for project staff
    • Provide reception and telephone support

Project Accounting:

  • Prepare and review project financial statements, including balance sheets, income statements, and cash flow statements.

Job Title:        Community Based Coaches and Mentors – 08 Positions

Job Summary

The Community-based Coaches and Mentors (CBCs) are responsible for delivering direct community mobilization, support, and guidance to farmers in refugee and host communities, focusing on the promotion of climate smart agriculture, linkages between the project team and community members, facilitating awareness campaigns, training sessions, and capacity-building initiatives to promote sustainable group development as well as enhancing community resilience, and fostering inclusive community participation in agricultural, business, environmental and protection-related activities

Key Responsibilities

  • Organize community events and informational sessions to build local interest and buy-in for project activities, ensuring that marginalized groups, such as women and persons with disability, are included and encouraged to participate in project activities to create a more resilient and inclusive agricultural community.
    • Organize coaching and mentorship programme on mindset change for the project participants to gradually transition social behavioral change towards commercial agricultural production, business ownership and inclusion.
    • Facilitate hands-on learning by setting up demonstration plots that model best practices and Work closely with individual farmers and groups to ensure they understand, adopt, and benefit from sustainable farming methods that improve yields and enhance resilience to climate change.
    • Train farmers on climate-smart agriculture techniques, including soil health improvement, water conservation and management, crop diversification, and promote financial inclusion through VSLA.
    • Conduct regular visits to the block farms to provide on-the-ground support and address challenges in real-time and guide farmers in implementing regenerative practices, such as agroforestry and composting, and troubleshoot issues related to crop health, soil fertility, and pest management. 
    • Facilitate the formation and capacity building activities of Farmer producer groups and business groups within the community. 
    • Use Farmer Field Schools (FFS) as a platform for sharing knowledge on climate-smart agriculture and resilience-building techniques, helping farmers adopt practices that are ecologically and economically viable.
    • Actively engage community members, including local leaders, to raise awareness on the importance of sustainable agriculture practices and environmental conservation. 
    • Systematically collect data on farmers’ crop production (productivity / yields / costings), land use, and adoption of recommended practices. Document and Submit timely and accurate reports, the progress and impact of project activities, including successes and challenges to the Agronomist, Business Development Officer, contributing to overall project monitoring, evaluation, and learning.
    • Assist farmers in connecting with input dealers, suppliers, local markets, and financial services, helping them secure necessary resources for improved farming and local market opportunities. 
    • Introduce farmers to basic financial literacy skills and encourage the formation of savings groups or VSLAs to build financial resilience. 
    • Support farmers in understanding market demands, improving product quality, and finding avenues for value addition.
    • Promote the participation of women, youth, and persons with disability in all agricultural and economic empowerment activities and Work to understand and address the unique barriers that these groups face, fostering an inclusive approach to resource access, training, and decision-making. 
    • Share timely and accurate climate and weather information through various communication channels, such as local radio and mobile platforms, to assist farmers in making informed agricultural decisions. 
    • Encourage farmers and households to implement practices that protect natural resources and improve resilience to climate impacts. 

    • Supports the business and non-formal vocational training participants, produce bulking, value addition and joint marketing opportunities.

Qualifications, skills, and experience. 

  • Diploma in Agriculture, Social Sciences and Environmental Science.
    • Practical experience with climate-smart/resilient agriculture, community engagement, and/or extension work.
    • Strong interpersonal and communication skills, with the ability to work effectively with diverse groups.
    • Ability to train and mobilize community members and facilitate group learning.
    • Commitment to promoting gender equity, social inclusion, and environmental sustainability.

    • Familiarity with local languages and cultures is a plus.
